AL leader wants BCS job for candidate of his choice

An Awami League leader is trying to influence the authorities concerned to ensure that a candidate of his choice gets a Class-1 cadre job from the Bangladesh Public Service Commission (BPSC). Kazi Zafarulla, a presidium member of the ruling party, recently sent a letter to the minister for public administration requesting him to appoint a candidate for a Class-1 job under the 37th BCS (Bangladesh Civil Service).

 

The candidate, who passed the written test of the 37th BCS, is scheduled to face the viva voce on December 7.

Experts say that it is an unethical practice that should be nipped in the bud. If this practice continues, the country’s civil administration will suffer in the near future, they warn. Kazi Zafarulla sent the letter to the minister by using the party pad on November 27. The Independent obtained a copy of the letter. In the letter Kazi Zafarullah says: “The written exams for the 37th BCS have already been out. The candidate has passed the exam. He (candidate) is a meritorious student belonging to an Awami family and will attend the viva voce on December 7 at the BPSC. He had attended a viva voce of the PSC in the past and was not qualified. I am requesting you to appoint this candidate.”

When asked, Kazi Zafarullah told The Independent that he made the recommendation to the public administration minister to secure a cadre job for a candidate of his village in Faridpur-4 parliamentary constituency.

“I’m a political leader and that’s why I made such recommendations often. But there is no guarantee that such recommendations would fetch jobs for the candidates concerned,” he said.

“These days nobody can move without such recommendations. I make recommendations on political consideration,” he added.

Talking to this correspondent, BPSC Chairman Dr Muhammed Sadique said all candidates are selected for recruitment through the written exams and viva voce as per rules.

“We never consider political recommendations to select candidates. Meritorious candidates get cadre jobs after completing all the process,” he added.

Transparency International Bangladesh (TIB) Executive Director Dr Iftekharuzzaman told The Independent that recommendation by a political leader to appoint a candidate for a cadre job is unethical, unconstitutional and unaccepted.

“All the appointment in the government sector should be done on the basis of competition, not on political consideration,” he said.

It is a longstanding practice in Bangladesh that local public representatives, such as Members of Parliament (MPs), can write demi official (DO) letters to request ministers or officials to do something for the people of their constituencies.
