Probe into DIG Mizan graft

ACC director suspended for leaking information

Anti-Corruption Commission (ACC) director Khandaker Enamul Bachhir has been temporarily suspended for leaking confidential information contained in a probe report to deputy inspector general of police (DIG) Mizanur Rahman, who is accused of amassing illegal wealth.

“A disciplinary action has been taken against Enamul Bachhir for breaching rules of service. A separate departmental inquiry will be conducted in connection with the bribery allegation brought against him,” ACC chairman Iqbal Mahmood told reporters at the anti-graft agency's headquarters in Dhaka yesterday.

He came up with the order a day after DIG Mizanur Rahman alleged to the media that Enamul Bachir had accepted Tk.

40 lakh from him in two phases in exchange of information. The commission initiated a probe into the wealth accumulated by Mizanur Rahman after he was relieved of duties last year for allegedly torturing a woman. Enamul Bachir was a member of the ACC probe team that investigated the DIG’s wealth.

“The ACC cannot give honesty certificates for all of its 874 officials. So, the commission is not embarrassed over the bribery allegation. It can't take the responsibility for the action of any individual official. A separate departmental inquiry will be conducted against Enamul Bachir in connection with bribery allegations,” Mahmood said.

Soon after raising the bribery allegation, the commission formed a three-member probe committee, led by its secretary Md Delwar Bakth, to investigate the matter. The other members of the committee are director general (legal) Md Mofizur Rahman Bhuiyan and director general (admin) Sayeed Mahbub Khan.

The commission asked the probe body to submit the investigation report by yesterday afternoon.

However, the ACC chairman did not disclose about the content of the investigation report.  “We have withdrawn Enamul Bachir from the investigation against Mizanur Rahman, who is accused of amassing illegal wealth. A probe body has been formed against Enamul Bachir to investigate bribery allegation levelled against him. He told the probe body that he did not receive money from DIG Mizanur Rahman,” Mahmood said.

In response to a query, the ACC chief said that it has to examine the audio of a telephonic concersation between DIG Mizanur Rahman and Enamul Bachir to get to the root of the bribery allegation against the ACC director. If there is a grain of truth in the bribery allegation, the commission would file a case against Enamul Bachir, he noted.

The ACC had begun the probe against Mizanur Rahman in May last year.

On May 3 last year, ACC deputy director Farid Ahmed Patwary interrogated Mizanur Rahman about his alleged illegal wealth. Later, Bachhir was entrusted with the investigation against him.

Mizanur had come under the spotlight in January last year when allegations arose that he had forcibly married and tortured a woman. He was withdrawn as additional commissioner of the Dhaka Metropolitan Police following the marital scandal.

On April 25 last year, the anti-graft watchdog summoned Mizanur Rahman as multiple media reports and other sources reported that he had amassed wealth illegally. He was also accused of picking up and forcibly marrying a 25-year-old woman in July 2017. He was also alleged to have abducted a female news presenter of a private television channel at gunpoint in December the same year.
