If gas and electricity shortages go, the major problems for investment will be solved, said Salman F Rahman, private industry and investment adviser to Prime Minister Sheikh Hasina.

He came up with the remark while attending as the chief guest at the inaugural ceremony of BEZA One-Stop Service Centre (OSSC) at a hotel in the capital yesterday.

Bangladesh Economic Zones Authority (BEZA) launched its ‘OSS Centre’ formally for providing all necessary services to the investors of the economic zones from a single window. He also said that already different steps had been undertaken to improve the ease of doing business in the country by this government and OSSC is a prime example of that.

Addressing the inaugural programme, Paban Chowdhury, Executive Chairman of BEZA said, “In Bangladesh, we have a global standard legal framework, investment-friendly policy support from the government, very competitive incentive package, and now we have established a global standard OSSC at BEZA,”

“We invite foreign investors to take the benefits of OSSC, the land bank of about twenty thousand hectares and the services from our dedicated team to help grow their businesses in Bangladesh,” he added.

Speaking at the inauguration ceremony, Japan International Cooperation Agency (JICA) supports the establishment of BEZA OSSC under a technical cooperation project called “Project for promoting investment and enhancing industrial competitiveness in Bangladesh.

The project aims to establish the linkage between foreign and domestic manufacturing industries through the activities aiming for improving business environment and enhancing investment promotion activities for strengthening economic zones operation, and for strengthening technical capacity of Bangladesh manufacturing industries, said Hitoshi Hirata, chief representative, JICA Bangladesh.

During the programme, BEZA Chief Law Officer Dr Malay Choudhury said though the OSS Centre, BEZA has already started providing most of the services through the centre. Investors in the economic zones will get all sorts of services at a single window to start their business.

Prime Minister’s Principal Secretary Md Nojibur Rahman, principal coordinator (SDG Affairs) to the Prime Minister’s Office Md Abul Kalam Azad, chairman of the National Board of Revenue (NBR) Md Mosharraf Hossain Bhuiyan, secretary of the Prime Minister’s Office Sajjadul Hassan, Japanese Ambassador in Dhaka Naoki Ito, President of the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) Sheikh Fazle Fahim, chief representative of the Japan International Cooperation Agency (JICA) Bangladesh Hitoshi Hirata and Metropolitan Chamber of Commerce and Industry (MCCI) President Nihad Kabir also attended the ceremony as special guests.

BEZA Executive Member (Additional Secretary) Mohammed Ayub delivered the welcome address.

Dr Malay Choudhury also informed the programme that BEZA had selected a total of 107 services under OSS Centre. Out of the services, BEZA is providing 52 services directly while the other 55 are being provided through the assistance of different ministries or departments.

“Now, BEZA is providing most of the services manually, but the services will become online soon. Now, the authorities are providing 11 services online and four more services will be added soon,” he said.

Senior officials from BEZA signed three Memorandums of Understanding (MoU) with NBR, Department of Environment (DoE), Registrar of Joint Stock Companies and Firms (RJSC) for providing their services online under the OSS Centre.

JICA Bangladesh Office Representative Wataru Osawa said BEZA OSS Centre is the single-window service for the EZ unit investors to provide hassle-free services under one roof.

“It enables domestic as well as international investors to get relevant government services such as submission of regulatory documents and obtaining of necessary permits or approvals both online and offline. BEZA OSS Centre also welcomes to support and advice all the investors facing any issues on the business activities in Economic Zones,” he added.

Wataru Osawa said JICA is supporting BEZA for improving the doing business climate in the country by removing all barriers of starting a business.

He also informed that they are planning to establish a Standard Operation Procedure (SOP) for helping investors to make a clear plan of their business.

Describing the one-stop service as a web-based one, Wataru Osawa said, previously investors had to apply physically and go door-to-door to meet all service providers to get permissions for getting utility connections and other services.
