The second phase of the fifth local government elections to 116 upazilas in 16 districts are going to be held today. The Election Commission (EC) has already completed all preparations to hold the polls in a free, fair and credible manner.

The commission has already relieved six officers in charge of  Moulvibazar, Gaibanda, Dinajpur, Bogura, Naogaon and Bandarban because of their alleged involvement in irregularities with connection to the polls. In the second-phase elections, a total of 377 candidates are contesting for the chairman’s post, 548 candidates for the vice-chairman’s post, and 400 contenders for the female vice-chairperson’s post.

In total, 1.8 crore voters are expected to cast their votes in around 7,039 polling stations in the second phase UZ polls. The main battle of ballots will be between the Awami League-nominated candidates and party rebels as the major political parties, including the BNP, are boycotting the polls. The fifth local government elections are being held under the party banner for the first time.

Meanwhile, the EC has already sent ballot papers and other materials to polling centres and completed all necessary preparations for the second-phase polls, EC sources said.

The EC has appointed 117 judicial magistrates to prosecute anyone involved in illegal activities and irregularities during the polls. Additional personnel of police, RAB, BGB, Ansar-

VDP, Coast Guard and the APBN have been deployed for five days to maintain law and order. The EC has also imposed a ban on the plying of motorcycles and motorised vehicles during polling.

 Restrictions on motorbikes came into effect two days ahead of the day of polls. The EC also banned the display and carrying of licensed arms seven days before the elections.

The restriction will be applicable to motorised three-wheelers, auto-rickshaws, motor-bikes, cabs, microbuses, jeeps, pickup vans, private cars, buses, trucks, tempos, easy bikes and locally manufactured vehicles.

The ban on the movement of motorcycles will be relaxed on the inter-district roads, highways and connecting roads.  Besides, vehicles of all officials performing election duty and law enforcement agencies, ambulances, fire service and civil defence, electricity, gas and telecom will be kept out of the purview of the restriction.

In the second phase, the local government elections will be held in all the upazilas under Thakurgaon, Rangpur, Gaibandha, Dinajpur, Bogura, Naogaon, Pabna, Sylhet, Moulvibazar, Faridpur, Rangamati, Bandarban and Khagrachhari districts, seven upazilas in Chattogram district, Hatiya upazila of Noakhali and Chakria upazila of Cox’s Bazar.

The third phase will be held on March 24, the fourth phase on March 31 and last phase on June 18.

Meanwhile, at least two people were killed and eleven others injured in an intra-party feud of the ruling Awami League centring the recently-held first phase Upazila Parishad elections at Moslemganj Bazar in Kalai upazila on Saturday night.

The deceased were identified as Aftab Hossain of Monnapara village and Ratan Hossain of Mahissyapara in the upazila.

The clash ensued between the supporters of Minfuzur Rahman Milon, chairman-elect of Kalai upazila, and local union Chairman Wazed Ali around 8:00pm, leaving Aftab killed on the spot and injuring eleven others, said Abdul Latif, officer-in-charge of Kalai Police Station.

Among the injured people, Ratan died around 5 am while being taken to Bogura Shaheed Ziaur Rahman Medical College Hospital. The rest of the injured were undergoing treatment at local upazila health complex, he added.
