‘Increase transparency in climate budget’

UNB, Dhaka

Bangladesh Climate Action Forum (BCAF), a coalition of 42 NGOs, civil society and journalist forums, have called for increasing transparency and good governance in the climate budget. BCAF leaders came up with the call in a press conference on budget reaction at the Jahur Hossain Chowdhury Hall of Jatiya Press Club on Wednesday morning.

In a written statement BCAF leaders said that the budget allocation for 25 ministries related to climate budget has increased by 0.15 per cent from the fiscal year 2015-16 to 2019-20 which is much lower than the expectations of the civil society.

The significant portion of the budget allocation is remaining unused while there is regional discrimination in the budget allocation, lack of transparency and good governance, the statement alleged.

To resolve the matter, Mizanur Rahman Bijoy, executive director of Network on Climate Change in Bangladesh (NCCB) came up with a five-point recommendation.

The recommendations are include at least one per cent of GDP allocation to combat the adverse impact of climate change and increasing development cost by at least 10 percent every year.

Formation of separate 'local climatic fiscal framework' and the climate fund under the National Climate Commission was also recommended.
